"Use assets effectively and support sound financial health"
This year, we continued to navigate an environment characterised by sustained economic pressures, differential inflation, and the ongoing challenge of balancing income with rising operational costs.
Despite these headwinds, English Rural maintained a resilient financial position through prudent asset management, effective treasury planning, and a continued strategic emphasis on value for money.
Central to our efforts this year was the detailed review of key service areas, notably maintenance procurement and grounds maintenance arrangements, which constitute significant elements of our expenditure. Responding directly to resident feedback, these reviews have identified opportunities for both improved cost efficiency and enhanced service quality, demonstrating our commitment to achieving sustainable financial outcomes without compromising our core services.
Treasury management remains pivotal in this challenging fiscal climate. We continued our strategy of carefully using internal cash reserves to manage borrowing requirements, effectively reducing our anticipated borrowing costs. Our prudent treasury approach, supported by strong liquidity and asset cover, ensured that we comfortably met all financial covenants and sustained the confidence of our lenders.
The V2 financial viability rating reaffirmed by the Regulator of Social Housing continues to reflect our balanced approach of investing strategically in homes and services whilst retaining resilience to financial shocks. Our updated 30-year financial business plan demonstrates our ability to respond effectively to a range of stress-tested scenarios, ensuring long-term stability and security.
In terms of asset management, our disposals policy for older, less viable properties continues to generate receipts that are strategically reinvested into delivering new, more sustainable homes. This careful approach ensures the optimal use of our asset portfolio, enhancing long-term financial capacity and supporting our broader strategic objectives.
Recognising the strategic importance of data and digital capability, we have advanced our IT transformation plan, selecting a new housing management software provider this year.
This significant step, which will be fully implemented in the coming year, promises substantial efficiencies and enhanced data-driven decision-making capabilities, supporting better-informed financial and operational management.
Sound financial management and strategic asset decisions remain fundamental to our continued resilience and growth. By effectively stewarding our resources, carefully managing borrowing, and consistently prioritising value for money, we ensure English Rural stays financially robust, ready to respond positively to future challenges and continue delivering homes and services that our rural communities rely on.

>> Although our prudent approach to utilising internal cash balances effectively reduced anticipated borrowing costs, the need to secure fixed-term refinancing in the near future will require early planning and careful preparation.
